Table stakes are factors that should be a given and only count against you if they are missing.

Grammar
Layout
Margins,
10 - 12 point font, with a preference for text in serif font, and headings in sans serif.
On time
Your name / student number
The date
Page numbers
Make sure you provide the coordinates of the site you are assessing.
Content stakes
Overall concept
Did you make an effective connection between the Internet strategy and the Departmental strategy? Is the overall concept of the memo well considered, sound, clear, worthwhile, and interesting? Is there a clear statement of purpose and intent? Does your paper demonstrate a reasonable grasp of e-commerce business / management / administrative concepts?
Logic
Does the logic of the your argument flow in a reasoned, predictable and desirable way, one that supports effective development of the thinking? Do the data presented support the logical development of the paper? Is there a clear development and connection that lead to the conclusions and recommendations?
Accuracy
Does your paper present a balanced, considered and fair analysis? Are there any unsupported or unjustified assertions? Are there any questionable facts?
Presentation
Do the design choices around the use of headings, bold, italics etc. contribute to an effective document without being intrusive? Are the table stakes above dealt with appropriately?
Coherence
As a whole, does the presentation stick together and have good structural characteristics? Is it focussed? Has it been tightened to eliminate things that do not contribute? Does it produce a unified effect?
Appropriateness to the objective (explicit and implicit)
You will want to get the right balance between a strategy that is challenging enough to count as one worth considering but not so challenging as to be impenetrable by you and/or me.
Tone
The feeling underpinning the work contributes to its tone. I expect the paper to be analytical, objective, and relatively dispassionate. You should write it using a relatively formal tone, but that does not suggest that it must be boring. There is no requirement to make it bureaucratic in tone.
General impression
Overall, what is the general impression? Does the paper have the right balance and emphasis? Are there any signs of insight, reflection, and thoughtfulness? What is the value proposition you bring to the work?
